The Imam Al-Baqir (PBUH) Public Library was established in the city of Nasiriyah in 1954. Its original location was in the small hall adjacent to the mosque of the late Sheikh Abbas Al-Khouybrawi, which was part of the Religious Sciences School. At the time of its founding, the library contained the personal books of the late Sheikh Abbas, which he endowed for the benefit of students of knowledge. This private library became the foundation of the Imam Al-Baqir (PBUH) Public Library.
Through the dedicated efforts of His Eminence, Ayatollah the Mujahid Sheikh Muhammad Baqir Al-Naseri, the library expanded and its collection grew to include various types of books covering numerous areas of knowledge, in addition to rare manuscripts and sources. The library began to bear fruit and became crowded with visitors. The building was expanded and renovated in 1969, transforming it into a cultural center that enriched the city through seminars and special courses in Quranic sciences, jurisprudence, theology, and literature. Its collection grew to include 15,000 books, covering all fields of knowledge.
It is a center and a Hussainiya built on the land of the house once inhabited by His Eminence, Ayatollah Sheikh Abbas Al-Khouybrawi.

The Ramadan Competitions were established in 2010 as a religious, cultural, and scientific program. Its goal is to make beneficial use of the spiritual and social atmosphere of the holy month. Through this competition, with its activities, questions, and useful information, it aims to stimulate the minds of the participating students and youth, while also trying to add useful knowledge and encourage greater interest in religious and scientific aspects. The competition connects them (through the questions) to religious lectures, in addition to filling their time in the atmosphere of the mosque, prayer, and lectures, instead of spending their time in an environment devoid of any beneficial or meaningful purpose.
